The distinction matters. Evidence that a malfunction occurred is not evidence that the malfunction was intentionally induced.

This is a significant point because it demonstrates that:
- A mechanism existed by which electromagnetic disturbances could affect the system.
- Engineers believed the shutdown could be reproduced through electrical means.

- That capability was deployed at or against Echo Flight.
- The March 1967 shutdown resulted from that deployment.

How to Separate Plausible from Proven
