- The presence of an unidentified object or aerial target.
- Independent corroboration between witnesses and sensors.

A radar-visual case asks: was something unusual observed?

The strongest radar-visual incidents may contain extensive observation data yet no documented weapon disruption. Conversely, the strongest missile-malfunction incidents may contain clear records of equipment problems yet little or no contemporaneous evidence connecting those problems to a UFO.
The distinction becomes clearer when comparing Minot and Malmstrom. The Minot incident is frequently valued because multiple observational channels appear to converge on an unusual aerial event.
