What does unresolved really mean here?
In AARO usage, unresolved means insufficient data for attribution, not proof of alien technology or a debunked event.

Introduction
In AARO’s review of nuclear-related unidentified anomalous phenomena (UAP) reports, the word unresolved has a specific and often misunderstood meaning. It does not mean that a reported object was extraterrestrial, that a missile shutdown was caused by unknown technology, or that investigators secretly confirmed extraordinary events. Instead, it means that the available evidence was insufficient to confidently attribute a case to a known cause. In other words, the investigation reached a point where neither confirmation nor explanation was possible with the data on hand. AARO has repeatedly stated that unresolved cases remain open because they lack enough reliable information for a rigorous determination, not because they have been proven anomalous. This distinction is especially important in discussions of UFO reports around nuclear facilities. Many public debates treat “unresolved” as evidence for an extraordinary explanation. AARO’s framework treats it as an evidence category: a case has not yet met the threshold for attribution.
The difference between open, verified, and explained
AARO’s terminology is designed to separate the status of evidence from conclusions about causes.
An explained or resolved case is one in which investigators can identify a likely source, such as an aircraft, drone, balloon, bird, satellite, sensor artefact, environmental effect, or other ordinary phenomenon. AARO reports that hundreds of cases have eventually been attributed to such causes. [DefenseScoop]defensescoop.comDefenseScoop'The truly anomalous': New AARO chief unveils Pentagon's…14 Nov 2024 — Kosloski said AARO has received over 1,600 UAP repo…
A verified observation is different. Verification means there is credible evidence that an event occurred or that a sensor captured a genuine object or phenomenon. Verification does not automatically reveal what the object was. A radar track, witness report, or video can be authentic while the underlying cause remains uncertain.
An unresolved case sits between these categories. Something may have been reported, observed, or even recorded, but investigators cannot confidently determine what produced the observation. AARO has described many unresolved cases as lacking sufficient scientific or intelligence-quality data rather than displaying proven anomalous characteristics. [AARO+2DefenseScoop]aaro.milThe US Defense Department & The UAP MissionMany cases in AARO's holdings remain unresolved because of a lack of verifiable data. Case…
This distinction matters for historical nuclear incidents because many of the most famous claims rely on decades-old recollections, incomplete records, or missing technical data. The inability to explain a case is not treated as evidence for any particular explanation.
Why missing sensor data keeps cases active
The central reason many historical nuclear-related reports remain unresolved is the absence of the kinds of evidence modern investigators need.
In its Historical Record Report, AARO noted interviews with former Air Force personnel connected to missile facilities at Malmstrom, Ellsworth, Minot, and Vandenberg during the 1960s and 1970s. Some interviewees described UAP sightings near missile sites, while others alleged disruptions to missile systems. AARO acknowledged these accounts but also noted that the investigation was continuing because the historical record remained incomplete. For investigators, the problem is not simply whether witnesses are sincere. Historical reconstruction requires supporting evidence such as:
- Radar tracks.
- Telemetry records.
- Maintenance logs.
- Security reports.
- Sensor data.
- Contemporaneous documentation.
- Corroborating technical records.
Many nuclear-related incidents discussed publicly occurred decades ago. Records may have been lost, destroyed, classified, never collected, or preserved only in fragmentary form. Witness memories can remain valuable, but intelligence and scientific analysis generally require independent corroboration before assigning a definitive cause. AARO has repeatedly argued that a lack of verifiable data is one of the main reasons cases remain unresolved. The office’s public materials state that cases lacking sufficient information cannot be resolved through rigorous analysis. What “unresolved” does not mean
One of the most persistent misunderstandings in UFO discussions is the assumption that unresolved cases represent hidden confirmations of extraordinary technology.
AARO explicitly rejects that interpretation. In its historical review, the office reported finding no verifiable evidence that any investigated UAP represented extraterrestrial activity and no evidence that the US government possessed recovered non-human technology. At the same time, it acknowledged that some individual reports remain unattributed. [U.S. Department of War]war.govdod report discounts sightings of extraterrestrial technologyDepartment of WarDOD Report Discounts Sightings of Extraterrestrial…8 Mar 2024 — "AARO has found no verifiable evidence that the U.S…
The logic is straightforward:
- A resolved case with ordinary evidence supports an ordinary explanation.
- An unresolved case lacks enough evidence to support any explanation confidently.
- Therefore, unresolved status is not positive evidence for an extraordinary hypothesis.
AARO has also argued that many unidentified reports could potentially be explained if additional or higher-quality data became available. Its assessment is that unresolved status often reflects information gaps rather than evidence of unknown technology. This approach mirrors standard intelligence and investigative practice. Analysts avoid choosing between competing explanations when the evidence does not justify a firm conclusion.
Nuclear cases are treated differently because of their consequences
Although unresolved does not imply something extraordinary occurred, AARO has continued examining certain nuclear-related allegations because the stakes are unusually high.
Claims involving missile launch facilities, nuclear storage areas, or strategic weapons systems raise questions that extend beyond UFO identification. Even if an event ultimately proves to involve equipment malfunction, misperception, classified activity, or another ordinary cause, investigators still need to understand whether there was a security, safety, reporting, or operational issue. This is why historical missile-related reports can remain under review despite the absence of evidence for exotic technology. The unresolved status reflects the inability to fully reconstruct events that allegedly affected sensitive military systems.
In practice, AARO’s interest is less about proving a UFO narrative than determining whether the government can reliably account for what happened around strategic assets.
How unresolved cases can be re-examined
Unresolved status is not necessarily permanent.
AARO’s current methodology treats unresolved cases as candidates for future review if new information becomes available. Additional witness testimony, newly declassified records, improved sensor analysis, or the discovery of overlooked archival material can alter an assessment. The office has stated that unresolved reports remain in active holdings and may be reopened when new evidence supports further analysis. [DefenseScoop]defensescoop.comDefenseScoop'The truly anomalous': New AARO chief unveils Pentagon's…14 Nov 2024 — Kosloski said AARO has received over 1,600 UAP repo…
Historical nuclear-related cases are particularly likely to evolve because many depend on archival reconstruction. A newly released maintenance record, command log, or investigative file could strengthen, weaken, or completely change a previous interpretation.
This means unresolved should be understood as a provisional analytical category rather than a final verdict. It marks a case where attribution could not be achieved with currently available evidence, while leaving open the possibility that future information may permit a more definitive conclusion. The key takeaway
Within AARO’s framework, an unresolved nuclear-related UAP case is neither a confirmed mystery nor a debunked event. It is a case that cannot currently be attributed with sufficient confidence because the evidence is incomplete, inconsistent, or inadequate for rigorous analysis. Missing sensor data, incomplete historical records, and the passage of time are often more important to understanding unresolved status than the reported phenomenon itself. AARO’s position is that unresolved cases remain open questions, not proof of alien technology, and that future evidence could still move them into either an explained or more clearly documented category.
